Objective
The course is designed to provide off and on-site banking supervisors with an understanding of how off-site or line supervision and on-site inspections are carried out at the Bundesbank. The course will also introduce and explain the European supervisory review process (SREP and ICAAP/ILAAP).
The focus is on risk-based supervision. In particular, supervisory experts from the Bundesbank will provide background policy information and share hands-on experience of how Pillar 2 of the Basel framework is implemented (e.g. for credit, market or operational risk). The course will include interactive sessions in which participants will be invited to give short presentations about specific aspects of supervisory processes in their home country and share their experiences.
Content
- Introduction to supervision in Germany and Europe
- Introduction to SREP, ICAAP and ILAAP
- Introduction to the tasks of a JST supervisor
- Introduction to on-site inspections (approach, types, planning and organisation, process, documentation)
- Introduction to the German qualitative regulations as laid out in the Minimum Requirements for Risk Management (general risk management requirements and specific aspects, e.g. liquidity, credit, ICT or ESG risks)
Target group
This course is aimed at experienced banking supervisors. Participants should be familiar with the supervisory policies and practices applied in their home country. A good understanding of the current Basel framework is essential for productive participation. Moreover, participants should be prepared to actively contribute to discussions, e.g. via presentations.
